SPAB is the state certification for buses carrying public school pupils on activity trips, and it covers both the vehicle and the driver, who is inspected, tested and enrolled in a pull-notice program. Districts in San Diego County ask for proof of it along with a certificate of insurance and the carrier's California charter-party authority (CPUC TCP), so those documents travel with the booking rather than being chased the week before. College and university groups are a different case; a UC San Diego, San Diego State, USD or Point Loma Nazarene department trip is usually ordinary charter work, but confirm with your own risk office before assuming.
The destinations set the logistics. Balboa Park has designated bus drop zones off Presidents Way and the museums expect groups to use them; the Safari Park in Escondido has a proper bus lot; Birch Aquarium sits on a hillside above La Jolla Shores with limited turnaround; Cabrillo National Monument on Point Loma has a narrow approach through a federal cemetery and very little space for a 45 foot coach, so minibuses often fit that trip better. Athletic travel runs north on I-5 to Orange County and inland on I-15 to Temecula and Riverside leagues, where a late return and driver hours of service decide whether the day works as one charter or needs a second driver.
